从“制度阻滞”看促进残疾人社会参与的制度创新

On the Institutional Innovation to Promote the Social Participation of the Disabled from the Perspective of"Institutional Blockages"

摘要 促进残疾人社会参与,是全面推进共同富裕战略的重要目标。残疾人的社会参与是指残疾人为了提高获取社会资源的能力,采取特定的手段和方式参与社会的经济、政治、文化生活的一种社会行为。目前,残疾人社会参与存在空间有限、机会缺失、渠道单一、能力不足的问题。究其原因,主要是“制度阻滞”。“制度阻滞”是指残疾人社会参与在制度安排上的缺失、冲突问题以及在制度执行上的曲行问题。当前残疾人社会参与的“制度阻滞”主要表现为“制度缺失”“制度冲突”与“制度曲行”三个方面。因此,要消除“制度阻滞”,促进新时代残疾人的社会参与,使之共享发展成果,实现共同富裕,就必须牢牢抓住制度这一关键环节,进行制度创新,优化制度环境,畅通残疾人社会参与的制度路径。这就要求增强制度的完备性,填补残疾人社会参与的“制度缺失”;提升制度的协调性,化解残疾人社会参与的“制度冲突”;提高制度的执行力,纠正残疾人社会参与的“制度曲行”。 Promoting the social participation of persons with disabilities is an important goal of comprehensively advancing the common prosperity strategy.The social participation of the disabled refers to a social behavior in which the disabled adopt specific means and ways to participate in the economic,political,and cultural life of the society in order to improve their ability to obtain social resources.At present,the social participation of the disabled has the problems of limited space,lack of opportunities,single channels,and insufficient ability.The main reason is"institutional blockages",which refers to the lack of institutional arrangements for social participation of the disabled,conflict and deviation in the implementation of the system.At present,the"institutional blockages"of the social participation of the disabled is mainly manifested in three aspects:"institutional lack","institutional conflict"and"institutional meandering".Therefore,in order to eliminate"institutional blockages"and promote the social participation of the disabled in the new era,make them share the fruits of development and achieve common prosperity,we must firmly grasp the key link of the system,carry out institutional innovation,optimize the system environment and unblock the institutional path of the social participation of the disabled.This requires enhancing the completeness of the system and filling in the"institutional gaps"in the social participation of the disabled;improving the coordination of the system and resolve the"system conflicts"in the social participation of the disabled;improving the implementation of the system and correct the"system deviation"of the social participation of the disabled.
